I don't see why you wouldn't be able to flash maps on a blank ECM. There won't be any content to overwrite, but it should still write. As long as the ECM is compatible with ECMspy it should work.

Did they clean the valve stem instead of replace it? Speed sensor has no threads... aside from the screw that holds it in. (BTW I have had to replace mine on the same model...

Welcome! I used to have a Ninja 250 too, you should be quite pleased with the step up in power for a while.
I've noticed mine is extremely voltage sensitive. I would agree with bad battery. It might appear to be good, but if the volts drop even a little bit it might not be enough to crank it over.
I'm not quite sure what you are asking. They appear to be custom painted. As far as I know nothing like that every came out of the factory.
