2001 Blast will only start with starter fluid

Hey guys. I just picked up a 2001 Blast cheap. The bike will only start with starter fluid (I know this is bad for it, so I only did it once so I could test out the bike before buying it). Once it's started, I had to hold the throttle partially open until it warmed up. Once it was warmed up, it would idle just fine and could put around the parking lot. It's definitely low on power and not revving very quickly.

Any ideas what the problem could be? I don't know if it could be a clogged jet since it idles fine once it's warmed up. The carb boot looks fine, but I went ahead and ordered a new one anyway and it should show up next weekend.

i think blasts have an enrichement solenoid to take the place of a choke. could be gummed up. I'd pull the carb and clean it and do a kit, then you know you've got that going for u!
