Its completly normal unless you have the breather reroute mod done. then it would be a bad thing.
I opened up the air box and as i took out the air filter i noticed their a a layer of oil around the the air filter, the intake hole, and the tray that holds the air filter in place...
Is this normal? is this just oil spattering up from the intake hole?

I need to put one on my Jeep too. Oil gets sucked right into the intake through the oil breather.
it disposes of the crank case gasses (containing oil vapors) elsewhere instead of putting it into the intake. actual document-able benefits are disputable, but piece of mind is not. K&N filters are supposed to be treated/coated with a red-ish oil (to help filter), but the stock/paper filter is different.
Mod mainly keeps the oil vapor/gases from being deposited inside airbox & recycled through your intake - allowing only clean air in intake for a cleaner air/fuel burn. It's original design was to meet EPA standards only.so breather reroute lowers the pressure and what else exactly
