STARTING ISSUE

Can you describe exactly what happens when you attempt to start? I am only interested in the facts here but it is important to capture all of them.

For example:
1. Ignition Key turned to ON.
2. Instrument needles 'sweep'.
3. Neutral Light ON.
4. Oil Pressure Light ON.
5. ECM light ON
6. Switch killswitch to RUN
7. Fuel pump runs for 3-4 secs, switches off.
8. ECM light goes out.
9. Press Starter Button.
10. ??????

Also, have you modified anything recently, rebuilt the bike from a crash, repainted the frame etc etc? It is very difficult to diagnose these sorts of issues when the complete picture isn't clear?

I'm assuming that you would have already checked the battery connections are clean and tight.
Is the battery fully charged?

HEADLIGHT ISSUE
The high beam indicator always on with no high or low beam is often a broken earth wire. To eliminate that possibility the ground wire access is described below.

If you remove the headlight assembly (it can be done easily without upsetting the headlight aim by removing the top two Torx screws and the two Torx screws that hold the 'beak' onto the lower triple), there are four earth wires attached to the lower steering-head. These break readily easily (in 96,000km I have repaired all of them at least once and a couple twice).
The earth points are:

Headlights - no Hi/LO beam & high beam indicator on.
Blinker relay - no Blinker operation at all.
Horn - no horn.
Front Aux Power Outlet - no GPS or whatever gizmo you have plugged in there.

These earth points do NOT effect the instruments or the engine running (lots of posts will tell you that). You can see where I have added an inch or so of wire to each of these now to give a bit more flex and haven't had any trouble for a long time. A better repair would be to connect these points to one of the side castings and run a braided strap from that point to the frame - I just haven't finished doing that mod yet.
