some is from the rear upper cover

My vote is on the Gasket as well [up]

..oil bag cracked

I think that would be pretty obvious as copius amounts of oil would be everywhere.

I would vote on the rocker box gaskets. I have replaced mine twice each before getting the newer metal shim style, and that has solved the problem.

I COME FROM AN "OLD SCHOOL" SHOP (PANS SHOVELS ETC) WE HAVE A 2000 BUELL THAT APPEARS TO HAVE A FUEL PUMP PROBLEM. TURN THE KEY, RELAY CLICKS BUT PUMP DOES NOT PUMP UP. SPRAY STARTER FLUID IN THE INTAKE AND IT TRIES TO FIRE. BIKE HAS BEEN SIITING UP FOR THREE YEARS. ANY SUGGESTIONS. WHERE IS THE FUEL PUMP LOCATED??

3 years? that a long time...

would start by cleaning the lines & all contacts...

Fuel pump is located in the fuel tank........very easy to change, not sure how much a fuel pump is....most likely with gas in the tank for 3 years, then its all gummed up. Disassmble, clean run, reassemble......take two aspirin and call me, no dont....then crank and run.....if not then buy a new fuel pump. But like all from the dealer parts, im sure its a pretty penny. Later!
