So I've read several references on BF to adding a 1" PVC shim to the forks to increase preload if you don't have the money for a proper fork kit. I can not, however, get clarification on if the 1" is the length, or the diameter of the PVC. I'm assuming it's the length of the shim for preload purposes, but I need to know the pipe diameter. I do not want to open up the forks until I'm ready to go as it's my commuter vehicle.

Thats about an average "fits all" setting. You can actually measure the suspension to tune it in for better handling and adjust the preload as necessary.

Additionally... the other day I was at ACE hardware. I picked up a 4" long, 1" PVC Schedule 80 nipple for $1.29. The 4" gives approximately 2.5" of straight material between the threading with which to make your preload shims. Schedule 80 is stronger than schedule 40. S80 is the dark grey stuff.
