I weigh 235lbs and it feels like I bottom out when brakes are applied,also is fork spring tool required to add oil?
It is really difficult (but not impossible) to do it without the fork spring compression tool.

the bike is set up now but still dives,is it the oil? what happens to the spring without the tool? [confused]

place a 'fastbinder' (?), you know those nylonstraps you can tighten stuff with (cops use it too)
sorry, forgot how you guys call it :o
place it around the fork and then do some hard braking...that way you can see how far it dives.
if it's going down too far, you need to adjust your suspension even more.
