New whining noise...cant tell what it is..what do you think?

XB9r....a new whining noise is present when i turn the key on. It almost sounds like fuel pump. Any common items to check out?

doesnt seem to change with increase of RPM.

If you flip the kill switch to off and then back on, does it run for few sec's ? Have you ran out of gas recently ? since running dry aint good for fuel pumps.
