Dash out while running, works while parked

Previous owner had HIDs, kept having issues with headlight cutting out/ loss of power/ trouble starting...then dash lights went out. Dug around and found headlight ground was burnt up.

Uninstalled HIDs, replaced headlight wiring harness. Headlights work great, she runs perfect and no issues starting, but the dash lights are off, gauges wont sweep or work while running. Odd thing is, when I turn the key to park position, gauges do full sweep and dash lights up....???

All grounds checked, double checked grounds around steering neck, all fuses checked etc.
Any thoughts on what else should be inspected, or is part of my wiring harness fried?

Theres a wire bundle by the steering head that is a cited issue, it gets pinched at full lock causing broken wires. Start there look for broken wires and there should also be some ring grounds in that area inspect them closely to make sure they havent broken loose.
