I would agree, it sounds fuel starved. Confirmed by it running correctly when you partially cover the carb.

When you cleaned the carb, did you tear it down?

I'd suggest draining the oil and see what comes out. (Recommended oil is 20w-50, btw.)

I hate to ask the really dumb question, but are you pushing the shift lever down from neutral, then four up from there? 3K RPM at 60MPH doesn't sound all that unreasonable.
