I lowered the front of the bike to make wobble go away. Stopper rings were not visible before the adjustment.
More, I moved forks in 1mm increments.

To fix that cover you would have to weld up the missing part, fill the hole, drill it, tap. It would be a lot cheaper and easier to buy used cover off the ebay or a forum member.
