If I rock my 04 xb12s back and forth while in gear the fuel pump turns on.

It seems to happen when rocking the bike actually causes the motor to turn over slightly.

I noticed this before I started tuning and was checking the static timing. Every time I moved the back wheel and rotated the engine the fuel pump came on.

This normal? Ever heard of this?

Rock the bike, don't rock the bike baby.

This is normal operation (at least on the pre-'08 XB's). I'm not sure about the later ones.

Its probably sensing the motor movement and thinks it's running. I'd bet its normal.

Yes, it is normal. Best to unplug the fuel pump when you do static timing. That will keep you from loading it up with fuel.

The fuel pump runs for 3-4 secs when the Run switch is turned On AND when the engine is running. The CPS (Cam Position Signal) is what the ECM uses determine the spark timing and also uses this signal to turn the fuel pump on.

The official manual does not mention the fuel pump coming on as an indicator of timing - it use the level of CPS signal but search around on ECM Spy and unofficial timing methods and many of them refer to using the sound of the pump as another timing indicator.
