    What does the electrical on the carburetor do?

    If I'm not mistaken it should act as a sensor that sends a signal to your ignition module to adjust the ignition timing (advancing/retarding) based upon how far open you have the throttle at a given point in time.

    if they wernt working could they keep it from starting?

    It would still start, just run like poo when the ignition failed to retard when you open the throttle.
