No, those are just the heads with the valve guides and seats installed. To make them a fully assembled head you would also need....

    Valve Springs - 18245-02 - $5.95 x 4

    Valve Spring Collar - 18258-02 - $1.95 x 4

    Valve Collar Keeper - 18260-02 - $0.95 x 8

    Exhaust Studs - 16715-83 - $4.95 x 4

No rocker boxes or anything above the heads included either.

Are you putting these on a Buell XB12? If so any gains?

Nah, I have a '98 S3, it does have the thunderbolt heads, but have been thinking of doing a big bore kit, and have heard that these are the best, stock heads currently. They are the same as the XB's but have the tuber style breather holes, and intake manifold mounting.
