Just the stator unless the rotor is damaged.
I kept having what I thought were battery issues on my 2007 XB12STT. The bike is bone stock with 15K miles. A quick check with the voltage meter and I realized my battery wasn't charging. I pulled on the manual and start working my through it. While checking the alternating voltage out of the stator I found the the voltage difference between 1 and 3 was less than 5 volts at 2,000 RPM. According to the book it is a faulty stator/rotor.
My questions are
1. Does it definitely need a new stator? (I think this one is a clear yes)
2. Does it need a new rotor? (Do they even go bad?)
3. Since the voltage is low, do I need a new voltage regulator?
4. What do you think about buying a used stator?
Any help is appreciated.

The reason #3 is a yes or no if money is a issue.... Buy a used stator swap it out and don't worry about the regulator....
Now if you buy new I would buy both if not all three.... Stator, regulator and battery.
