ECMspy drivers

Cant find a good download for ECMspy drivers. Tried multiple links and reread all the threads. I have a windows vista and cant get the download to stick. ECM cable says it cannot read COM port. Help appreciated-

go to the cable driver web site. read the ECMSPy tuning guide version 2. google it . also run it all as the administrator!!

I've downloaded the software and the DLL's but the program still says that the DLL's aren't installed. Do you know why this could be?
