The PO drilled and heli-coiled one stud crooked, which put stress on the other one and it broke. So I have one broken stud and one crooked hole. Maybe I could weld up the bad hole and have it re-tapped. Could that be mig welded in place, or would the electricity arc through bearings and electrical components and ruin them. Might be easier putting on a head...

Disconnect the battery and put the ground clamp on the cylinder and you'd ok, but you should have it off for that much work anyway so you're right. Might as well put a new one on.

head is aluminum you'd need a spool gun or tig. It could be done but you'd need to remove the ECM etc so those don't get fried. I wouldnt worry about the bearings etc.
It would definitely be easier to take it off or you'll run the risk of drilling and tapping it crooked again. Plug the aluminum needs to be de-greased and cleaned before welding or it'll be a super porous weld.
I do have a set of heads I wont be using in good shape. Where are you located?
