Considering the tensioner doesn't move... I doubt it.
You 'could' slot one of the holes to make the tensioner adjustable, but IME you also need to thread it for a set screw (against the mounting stud) to hold adjustment.
Wondering if the tensioner will take up the slack if I use a 26t pulley

That is an aftermarket "Free Spirits" tensioner. I have no idea if it will have the correct tension with a different belt pulley, but I highly doubt it.
If you want to play with final drive ratios I would suggest a chain conversion (cheap and easy) or if your bike is a 12, you can change to primary gears from a 9 for a shorter ratio.

IME, All Of PurPonys stuff is legit and made well.
Other than the good looks, whats the point of lightening it? In theory of better shifting? Faster acceleration? (haha)
