    Well I already ordered a replacement ECM, so hopefully this will be the end of it.

    Thats a lot for a used ECM, you can get one from SPHDOnline.com with the correct stock programming for that much, OR get one from IDSpd.com for the same $ with any custom or Race programming you want to match your muffler.
    Even the Buell Race program for a stock muffler is better than the lean EPA tune.

    A blank one from St paul is $280 + shipping. A race one from IDSpd is $320.

    Hope it all works out with the new ECM. The 6 volts is an indication of a bad ground(ed) conductor or lack there of usually and the meter will give you a semi reading through the leads, which is why DMM aren't for higher voltages, if you have a loose connection they can still pick up a completed circuit, unlike a set of wiggys where it throws a load on the circuit and creates or shows a fluctuating open but DMM are great for low voltage. At first I was thinking maybe you had a loose terminal connection within the relay housing and the DMM was reading good but when a load was applied you would loose continuity but you have seem to made it clear that you've isolated it.

    That does seem to isolate the ECM. Another test, if you're inclined is to measure the b/y while the pump is running. Put the red lead on the pump - terminal and the meters black terminal at the ECM plug. With the pump running you should have no voltage drop. Any voltage is actually resistance.
