Sounds like the problem is in the throttle cable housing. Ya, I know...
Take it completely apart and look for rub marks, lightly lube everything in there, check it while tight on the bars without the cables in it, etc.
Sticky throttle, return is slow and doesn't happen all the way even after taking out/in all of the slack.
Throttle snaps back fine when the throttle cable housing is a little loose but when I tighten it down it becomes sticky.
No kinks/bends in either cable.
Any thoughts?

Sure fine, but won't help you if it's rubbing on something so check that first. It doesn't take much to stop the throttle returning
Be sure to check it with the bars at both ends of lock to lock.

How do I test if the cables snap back if I don't actuate the throttle w/ the tube? At the throttle body itself?
I find it weird that when I torque down the throttle housing body halves, it begins to restrict how quickly it snaps back, but when there is a little bit of play between the housing and the bar, it operates 100% normally (even at full lock)
edit: also, I've confirmed that the cables are routed properly without any overlap, and that they are mounted to the throttle body bracket with the elbows pointing in the right directions.
Also it’s worth noting I cleaned up the inside of the housing and lubricated w/ silicone spray at all points where I think there would be friction. Same result when torquing down the fasteners.

This is what the handle bar looks like without the tube
in that same video, when you pull the throttle cable with your fingers, does it move freely and snap back?
if the cables are sticking or dragging in the housings, it doesnt matter how friction free the throttle tube is.
Pull the "pull cable" do the cables stick or drag?
if no, then the cables are not your problem.
if yes, remove the push cable. does the pull cable still stick or drag?
if yes, you probably need a pull cable
if no, you probably need a push cable
