Hi, I am in Marin county. The bike is registered as non-op right now so I don't have to pay insurance. I am guessing I will need to register it if you want to drive it away.
How long since it was ridden any distance?
You can insure an unregistered vehicle (so can the buyer), but it officially it needs a temp moving permit (easy to get fast) or registration, to ride on the street legally. Do it in a parking lot/private property and none of that matters.
IMO, just go for it and keep the paperwork on you. Don't be a hooligan and in the rare event of a stop, explain your situation, worst case is a fix-it ticket. Meh, they know me by name there.
Note: When dealing with non-op in CA, be aware of what month you re-activate the registration. If its less than 6 months from the previous year due they charge you for that whole past year, AND the next year. . Thats an extra $150 for the tires you'll need...

Why is every single buell on non-op? All 3 I've seen are not registered. Do folks not ride them anymore?
Having the presence of mind to go non-op in a revenue sucking state like CA is a pretty big deal. I have passed on many a vehicle when the fee's are more than it's value
