I'm new to Buell so be easy on me. My 08 Uly rear brakes are real soft that being very difficult to lock them up. I have adjusted the brake with no change. Is this a common thing on this model before I do anything else?

Check the basics.
However, the transition to using the front brake more is more critical. The front does nearly all the work, in nearly all the situations. The rear plays a minor role in stabilizing the braking process.
I have new pads on it.
OEM replacements?
Mine lock up easy as hell on my 12R, think they're glazed a bit.
Just rely on your front more, only time I use the rear is if its an emergency.
If they were glazed/burnt, you wouldn't have any brakes, relative to normal, serious fade
Only have 1500 miles on the bike, I just never really used the rear until I took the MSF course. Noticed it then, just don't have the time to change it right now.
Change brake fluid every two years or every one year in high humidity states. Motul is my favorite it has the highest boiling point I have seen to date.
I think you need to qualify "rely on your front" a bit. In a gravel situation with a Uly, front is the LAST brake I grab. If the brakes don't work for me on gravel, I lightly add front, but it's not my main brake in gravel.
Only on BT will front brake help.
